I came across this idea right before I created my fourth character. I kept thinking, the quests that you complete give easy exp. at the beginning of the game. So how can we make this useful for later on? Well complete the quests as you normally would, except dont collect the rewards for them. Once you get towards the end of the game, you can get tons of exp for doing just this! also, if you wanted to get around the hard way, just skip all of the missions (while doing the required, sanctum, desert missions). When you turn level 20, collect the rewards and complete these missions. You will have a ton of skill points in the end, and by the time your level 20, you will be able to have access to the better skills of the game.
on a side note: I would recommend you complete the quests that come with some type of skill reward as you will be SPENDING skill points on these, when they could be given to you for free.
