Actually it is against the rules to scam. To see for yourself, check the RoC:

Rule #1 says, "you may not defraud". Defraud means scam.

In this says "Those who fail to observe the Rules of Conduct will have an administrative "mark" placed on their Guild Wars account. Each mark will suspend the player's account for a given period of time."
So, in fact, going to Droknar's after agreeing to pay and NOT paying is absolutely grounds for account suspension. If that guy got a screen shot of you agreeing and a screen shot of you bailing on the deal, you can bet in due time when the proof is reviewed, you'll get those "marks" :)
