Quarter Stepping is sometimes referred to as "skating". It's where just before a hit, you click the ground nearby and move that direction directly after the hit. It's especially useful as a warrior moving around to block a kite path of a KD'd target. It should literally look like you hit and then slide off to the side of the target when you're doing it right. It also allows you to keep your attack speed up and keep moving like that too, so if someone kites in a circle you can actually keep your DPS up while they're kiting. It should look like this:
~Press space bar.
~Start attack.
~A split second before the attack lands you mouse click the direction your target's kite path should lead.
~press space bar again.
Keeping a cycle of space bar mashing and clicking allows you to move around while hitting things. This is also the means for a "drive by" that is typically done on the way to the enemy back line at the beginning of a GvG match. Or a drive by bulls strike on Frozen Isle so that your opponent gets ice locked but you don't.
So basically, quarter stepping is a simple way that just requires a bit of practice. In the long run it's actually useful for every profession though because of how important positioning is. It's a nice way to keep your movement and attacking high, which basically means more damage for your team and less for theirs.
