There are 3 places in factions and prophecies you can get a level 15 pet:
1. The elder wolf, go north from copperhammer and fight around you should see one pretty soon
2.Elder Crane and Dire Tiger, go to the yetis in pongmei valley these will every so often not charm one of these two alowing you to get it it may take a few runs though!
