This is just something that I made up in AvA battles and it worked great! I had to put alot of people on ignore because they were spamming me hate whispers. So here it is.
Distracting Shot:If Distracting Shot hits, it interrupts target foe's action but deals only 1-13 damage. If the interrupted action was a skill, that skill is disabled for an additional 20 seconds.
Salvage Shot:If Savage Shot hits, your target's action is interrupted. If that action was a spell, you strike for 13-25 damage.
Leech Signet:Interrupt target foe's action. If that action was a spell, you gain 3-13 energy.
Complicate:Interrupt target foe's action. If that action was to use a signet, it and all other signets are disabled for 1-13 second(s).
Psychic Instability [elite]:For 5-20 seconds, anytime target foe is interrupted, that foe is knocked down.
Pin Down:If Pin Down hits, your target is crippled for 3-13 seconds.
Dodge:For 5-10 seconds, you move 33% faster than normal and have a 27-65% chance to evade incoming arrows. Dodge ends if you attack.
Read the Wind:For 24 seconds, your arrows move twice as fast and deal 3-9 extra damage.

Seeking Arrows:For 3-12 seconds, your arrows, cannot be "blocked" or "evaded". Seeking Arrows ends if you fail to hit.
Leech Signet is for energy, and Complicate helps against Signet users and Heal Signet.
Read the Wind is extremely nice for taking down the npcs at the shrines. Just use a longbow and they can't touch you.
For armor, I use Druid's, since energy is a nice thing to have. I suppose other armor types would work, but you'd be short on energy.
Bows: It really doesn't matter what bow you use, since speed of attack is pointless. You cannot knock enemies down if they're already knocked down. So if I use Read the Wind, I usually take Flatbow/Longbow. If I'm using Seeking Arrows, I use Hornbow or Shortbow. Also, it's common to have a sundering bow and vampiric bow or zealous bow.
Strategy: The idea of this build is to completely shut someone down. Spacing your interrupts out, you can keep someone down for almost the entire duration of the hex. Adding Read the Wind to it, you should easily be able to take an enemy down fast. But if you take Seeking Arrows instead, you should try and target enemies with blocks or evasions.
This build is also great against the touch rangers, as they can't reach you. If you have Seeking Arrows, they can't really do a thing once you cripple them.
There really isn't any healing in this build, as I don't really ever need it. I usually end up soloing the shrines (because everyone is too busy with stupid mobs), and the occasional player who tries to stop me ends up dead. But if you want healing, take out Pin Down and put Troll in there, then take points out of Marksmanship and put em into Wilderness Survival.
Another variation of this is to take out Pin Down and put Brambles into it. Every time they get knocked down, bleeding reapplies.
This is a rather easy build to play, if you know the basics of PvP strategy, this should be a cinch. And it's so much fun too!
