Well I like to make strange builds and as far as I know this build hasn't been created, or at least posted. I use it on my necro during PvP, or some variation of it with a few skills changed.

Cast Awaken the Blood then go out and when you see the enemy coming, cast Arcane Echo. Cast Spiteful Spirit on the Casters, and sometimes it's also good to go for the Warriors too if any. Use Life Siphon to degen and also give yourself health, but for the most part let the monk heal you. If a tank comes at you or starts attacking a vulnerable player cast SS and Price of Failure on him to really hurt him, then if he continues cast life siphon on him to hurt him more. If you get too many conditions use Plague Touch to transfer them back to the source or an opponent. Be sure to use Energy Tap when your energy get's low and watch out for Mesmers. Hopefully this helps ;).
