Hello, this is my second guide. I haven't seen anyone post a build like this, but if anyone has, I apologize. None of my characters seem to center around their primary class...
Equipments
Staff
I use a Defensive PvP Blood Staff of Enchanting. The pre-mod doesn't matter too much, but the 20% Enchanting is very helpful.
Armor
I use Charlatan's Armor. +10 (While Enchanted) on every piece. It'd probably best to have an inspiration mask, but I chose fast casting because it looks a bit better :x.
Runes
Superior Vigor (Who doesn't use Superior Vigor, other than 55 monks and maybe a few warriors?)

Fast Casting: 11 (8+Majorrune+Headpiece)
Inspiration Magic: 12 (10+Majorrune)

Skills[U]
[U]Strategy
This build is meant for use in Random Arenas.
1. Just before going into battle, cast the first 3 skills on yourself (Awaken the Blood, Vampiric Spirit, and Channeling). Refresh these enchantments whenever need be.
2. To hurt something, simply run up to an enemy and spam inspired hex. It has no recharge, and therefor is a good source of spam, which activates Vampiric Spirit, stealing 41 health from the nearest foe on each casting.
3. If an enemy turns your inspired hex into some crappy hex, simply spam that hex or use other spells.
4. Low on health? Ether Feast. Low on energy? Energy Tap or Power Drain. They're using healing breeze? Power Drain.
Notes: Energy isn't as much of a problem as it may seem. Power Drain gives a large burst of energy, and Channeling can keep a constant trickle of it coming.
