Okay I've been having trouble and I'm kind've new to Guild Wars at the same time I'm learning a lot and teaching a lot. I'm here taking the time to right a guide on making Guilds for those of you out there that have no clue how to or don't know what it takes to maintain/build one...I needed a guide desperately but I made my own bidding and struggled through and now I'm going fairly strong so here we go!
The Guide To Making Your First Guild!

You'll need a couple things obviously.
A good character, prefferably lvl 10+ to farm for drops/golds/etc.
You'll need in total ranging anywhere from 10,000 gold to 25,000 gold (10k to 25k). How you get that is up to you but I farmed, and farmed often in Drok's and Yak's with a 11W/R. I sold those rare gold max drops for quite a bit and also got a few friends to help out with somewhere around the likes of 12k...The Guild itself will cost a lazy 100 gold. Easily achieved. You'll be able to register your Guild name, and Guild tags. Your guild tags will show beside your and be encased in brackets []. For example my guild is Team Genocide [TG].
You'll also be required to have a Celestial Sigil. You can obtain these by either going through PvP and winning the Hall of Heroes tournament and receive one. Or you can buy one from the Sigil Trader...more than likely you will be buying from the Sigil Trader, especially if its your first go around. Sigils constantly vary in price due to the economy of Guild Wars. Prices vary depending on Want and Availability. I bought mine for 20,000 unfortunately it was at a high point, and I wasn't able to get the 16,000 it was 3 days previous. Buy the Celestial Sigil or win it your choice!
Now you've finally got your Celestial Sigil!
You'll need to travel to the Kryta Provinces and reach Lion's Arch to be able to buy a Guild Hall for your Guild, and if you've never seen one of these...there remarkable. Enormous grounds for your Guild/Guild Members ONLY! You suprisingly do NOT need any extra money to buy the Hall like some others along the way told me I would need 30,000g + you simply need the Celestial Sigil. When you reach Lion's Arch you'll have to find the Canthan Ambassador [Guild Halls]. He's out to the right of the entrance on the large ship. You'll need to speak to him. Travel to the island you wish to choose for your Guild Hall (I currently have a Factions>Imperial Isle Guild Hall. And for those of you wondering! Yes Factions Guild Halls also work in Regular Guild Wars So have no fears!)
After you find an Isle you like then talk to the Ambassador and select "I wish to make this my Guild Hall" or something to that extent. He'll say something like "Are you sure?" and youll have the choice of Yes, or No. Choose Yes. Obviously, lol.
You now have a Guild, and a Guild Hall! The two MOST IMPORTANT things in a Guild.
Moving on to Guild Capes

You will need to speak to a Guild Embler to design Guild Cape(s). Each Guild Cape you create will cost you 2,000 gold. You have a variang degree of choices to make from the logo, to colors, to the outlines of the cape, etc. It's pretty extensive and can make for some cool capes!
Recruiting Members for your Guild!

Usually when recruiting you'll use a varying format but much like the one below.
Team Genocide, [TG], is Recruiting! Have Hall, Cape, ****, ****, ****, ***. PM for Invite!
I use the following normally:
Team Genocide, [TG], is Recruiting! Have Hall, Cape, Site/Forum, TS, No Lvl Reqs, Helping Quests! PM for Invite!
You'll basically want to include your guild name, your guild tags, and what your guild has, any factions/alliances, halls, capes, websites or forums, teamspeak, or vent, if you req lvls, you do gvg, hoh, pvp, etc. and last but not least the PM for Invite, or whatever manner you wish them to use.
What's Necessary and What's Luxury.

Necessities for your Guild:
Cape, Hall, Kurzick or Luxon Alliance.
Luxuries for your Guild:
TeamSpeak/Ventrilo, WebSite/Forums, etc
PvE, PvP, GvG, and HoH

PvE- Player versus Environment/Enemy. These guilds focus on the Prophecies and Factions campaigns. Basically you go around doing quests and gaining levels, The maximum cap level is 20 currently. Wish ArenaNet and NCSoft would hurry up and increase it eh. You'll be dueling it out with monsters and the environment of the game instead of other players! It's a more in-depth and in-tune portion of the game that has a Story-Line unlike PvP portions...
PvP- Player versus Player. Most PvP guilds focus on just that PvP...you'll spend most of your time fighting other players but not Guilds!
GvG- Guild versus Guild. Most GvG guilds also include PvP, and HoH. You'll be spending A LOT of time battling it out with other teams, and Guilds. You'll probably want all of your skills unlocked if your gonna join one of these.
HoH- Hall of Heroes. Some guilds use HoH, why I couldn't tell you...The only thing I see out of it is the Sigil's though I don't PvP so I don't know what else is in store...
Mainting Your Guild

1. STAY ACTIVE
2. Incorporate PvP and GvG in the latter stages of your Guild. (20+ members, and make sure they're all Lvl 20...unless they're a PvP only character that have all skills unlocked.)
3. Keep a friendly, fun atmosphere around inside your Guild.
4. Update your officers, and members. Let them know you care. Help them farm, do quests, etc.
5. It doesn't always hurt to let a few "newbies" into your Guild. It only makes them better, it doesn't make you look bad.
6. Keep recruiting. Though I don't reccommend guilds go over a maximum limit of 90 members...it gets a little hard to keep it "In the family".
