Made this build, a little while ago and have been using it ever since in the random arenas. Again, this build design was made possible using GWFreaks Build Designer found at http://www.gwfreaks.com.
Degen/Denial Death Build
Necro/Mes DegenDenial Build
Skill Note: Verata's Gaze is replaceable.
Build Note:
Wither+Conjure Phantasm = 9 hp degen
Wither +Malaise = 4 nrgy degen
Wither+Malaise+Etherlord(Only to be used when you yourself are low on nrgy) = 6 nrgy degen
Build Usage Note:
Start with Wither, cast Malaise, hit them with Conjure Phantasm in THIS order. If not you wont get full hp degen effects. After those three skills theyll have 9 hp degen and 4 nrgy degen. Use Etherlord when your nrgy is reduced to 5points at any time to up the nrgy degen to 6. Repeat casting Conjure every 8 seconds with Malaise and Wither when needed. Ether Feast, Energy Tap, and Soul Reaping are there for energy and health management.
Etherfeast is especially needed because of the 2 hp degen on yourself from Maliase.
Use Veratas gaze to steal bone horrors from opposing necros and piss em off =).
Armor Notes: Use the armor you want to use. Just make sure you have the proper runes and curses head gear. Also Superior vigor does not hurt to have.
Weapon Note: Best weapon in my opinion is an accursed staff with hp and armour modifiers.

Level: 20
Soul Reaping: 11 (9+2)
Curses: 12 (9+3)
Death Magic: 6 (5+1)
Inspiration Magic: 8
Illusion Magic: 9
Verata's Gaze (Death Magic)
If target hostile animated undead has a master, its bond to its master is broken, making it hostile to all other creatures. If it had no master, you become its master. (50% failure chance with Death Magic attribute of 4 or less)
Energy:5 Cast:1 Recharge:5
Wither [Elite] (Curses)
For 29 seconds, target foe suffers Health degeneration of 4 and 2 Energy degeneration. Wither ends if that foe's Energy reaches 0.
Energy:10 Cast:2 Recharge:10
Conjure Phantasm (Illusion Magic)
For 9 seconds, target foe experiences Health degeneration of 5.
Energy:10 Cast:1 Recharge:5
Malaise (Curses)
For 29 seconds, target foe suffers Energy degeneration of 2 and you suffer Health degeneration of 2. Malaise ends if target foe's Energy reaches 0.
Energy:5 Cast:2 Recharge:2
Ether Lord (Inspiration Magic)
You lose all Energy. For 8 seconds, target foe suffers -2 Energy degeneration, and you experience +2 Energy regeneration.
Energy:5 Cast:2 Recharge:20
Ether Feast (Inspiration Magic)
Target foe loses 3 Energy. You are healed 33 for each point of Energy lost.
Energy:5 Cast:2 Recharge:8
Energy Tap (Inspiration Magic)
Target foe loses 6 Energy. You gain 2 points of Energy for each point of Energy lost.
Energy:5 Cast:3 Recharge:25
Resurrection Signet ()
Resurrect target party member. That party member is returned to life with 100% Health and 25% Energy. You may use this Signet only once per mission.
Energy:0 Cast:3 Recharge:0
