I dont really like Kurzick dyed black it just loses all its detail, still im gonna get fow for him when i can be assed ^^
And its not really a tool, i just used filters and masks xD
Basicly take the base image and create a duplicate layer, then use the blur filter to create the "Wind" type blur effect as if the picture is in motion, set this to a high level to create the right effect, you should be able to do this quite simply on photoshop or paintshop ( i use jasc Paint shop pro, i favor it over adobes photoshop, ive used both but paint shop seems to have more features)
Note this will blur the entire image, including your character. now to fix this:
Select the new layer which you have added the blur effect and select masks > new masks > show all. Then select a decent size brush and select jet black.
Now this may sound strange, but you need to airbrush over all of the areas you want to not be blurry in black, providing you are doing this on the correct mask layer you have just created it should not show up in black, but instead "clean" the blur effect away from the areas you colour black. if you un blur too much simply use white to go back over the areas you want re blurred.
basicly the areas coloured black are filtered out from the blur effect on the layer above ;D
