Its not the GH exploit... just a bug that happens sometimes... When you go in they are as normal. Notice that all have starter armor, i doubt that you only have starters..

Its a GH exploit for sure. - its from factions campaign and if he / she had done all the missions and quests etc dont u think she'd be more than lvl 1? lol
