yeah i think that happens if your inventory fills up and then there is nowhwere for the tickets to go. Same as in dragon arena if you win with a full inventory
During the first event, me and a few friends were up late talking while sitting on the nine rings.. one of the people in the corner kept dropping tickets as their inventory was full so we sat on their circle and picked up the tickets after they became available to everyone >.<
