I don't think its galrath's . He just went to that location when he ran away from the lionguard, I tihnk its the abode of the mages that you find there if you go after the villiny of galrath quest.
yeah sorry, just thoughed becose you posted all those picture after another i became supcious with all those backstabbers here =] their nice though and that's the wizards tower. galrath was gone steal all the money/magic/power from it. you were ment to stop him.
