Because he's lvl one and wearing that armour... if you fight the pre searing mission, you must already be higher then lvl one. So he either payed a shitload of money for runners or had very sympathic guildmates who runned him all over tyria... or, 3de option, he hacked the game, dumped a shitload of money in his account, teleported himself from presearing to granite (i think its granite, havn't been in tyria for a long time anymore, cantha is much more interesting) and bought that armour.
